An asbestos survey in an inspection of a property that is specifically looking for the presence of asbestos. During the survey, an external accredited surveyor will inspect your property to attempt to discover any asbestos or asbestos-containing materials (ACMs) on the site. If any suspicious material is located it will be sent to a UKAS accredited lab for analysis and you will be provided with details of any asbestos found.
After checking all areas of the property, documenting and recording everything we encounter from your ceilings to the floors, attic space to the basement levels including heating, insulation, electrical units, floor coverings and gas .The report that you receive at the end of your survey will contain a number of pieces of information, set out in a way that is easy to understand. You may be about to carry out refurbishment work on a property or planning to demolish a building, outhouse, garage or other barn type structure. You will require a Refurbishment & Demolition Survey. This survey is officially referred to as a Refurbishment/Demolition Asbestos Survey under HSG 264 and is commonly abbreviated as an R&D Asbestos Survey. This is a mandatory requirement before any upgrading, refurbishment or demolition works commences.
As part of the R&D Asbestos Survey, we will investigate the areas before the building works commence. When carrying out this intrusive survey, it may require us to break into partitions looking for hidden asbestos cement or asbestos insulating board sheets, and panels. We may need to tear up floorboards or floor coverings where we look for vinyl asbestos tiles underneath the existing carpets. This is quite common in older types of properties.
The R&D Asbestos Survey is invasive by nature, and some damage is unavoidable. However, all intrusive work will be carried out in a controlled manner, minimising unnecessary disruption while ensuring a thorough assessment. This process is essential to identify and manage asbestos hazards before any refurbishment or demolition work begins, ensuring safety and compliance with UK regulations.
Minor upgrades to properties such as a new lock installed or walls or floors painted, do not necessarily constitute a Refurbishment & Demolition Asbestos Survey. A sample test of the area can be sufficient to determine if the walls/ceilings contain any ACMs.
A common situation we come across repeatedly is where contractors are unaware of their legal obligations regarding asbestos surveys, asking:
“I’m working on/refurbishing/demolishing a domestic property. I thought I only needed to carry out an R&D survey if I was working on a “non-domestic” property only. That’s what it says on the HSE website, right?
That is correct; however, we go one step further and look at the legal terminology for this situation. The property may be a domestic property as far as the homeowner is concerned. However, as soon as the builder begins work on the property, the domestic property becomes a “place of work” and, therefore, subject to the same health and safety laws and regulations applicable to a building site.
