Management surveys might include sampling to confirm that asbestos has been found or presuming it to have been detected.
All non-domestic structures built prior to 2000 should have a management asbestos survey. All persons responsible for the maintenance or repairs of non-domestic property have a duty under the Control of Asbestos Regulations to manage asbestos. Part of that duty is the management and inspection of asbestos.
The most dangerous time for asbestos-containing material to be disturbed is during construction. The fibres of asbestos can be inhaled by others if they are disturbed. A refurbishment survey and demolition survey (previously referred to as a type 3-survey) is necessary when materials are being dismantled as part of a project of demolition or refurbishment. A refurbishment survey and demolition survey are required whenever construction work is in progress. This includes repairs, maintenance, demolition and extensions.
The refurbishment and demolition survey is more thorough than the management survey. This type is extremely intrusive.
